China's State Council issues employment-friendly AI directive with 18 tasks tying rollout to job impact
On 23 October, China's State Council General Office issued an opinion on building an employment-friendly development model amid AI adoption, setting 18 tasks across six areas. These include a jobs risk-assessment mechanism for AI deployment, a cautious pace for labour-intensive sectors, and encouragement for firms to set redundancy buffer periods.
Coming after September's AI Plus opinion, this is the first State Council-level text to treat job impact as a precondition of deployment rather than an after-the-fact remedy. The intent is to treat AI as a restructurer of employment and spread the shock across time through assessment and redeployment.
In our view, firms used efficiency alone to justify automation. From now on the same project paper has to answer for the jobs affected, moving risk from the IT function back to the executive who signs.
HR must attach a job-impact note to every automation project, while plant and service managers now submit rollout pace recommendations alongside benefit forecasts.
This week, pick one scheduled automation project and add three columns on affected roles, headcount and redeployment, then use it as the template for all future project papers.
