It begins with the HK$50 million “AI for All” inclusive programme funded in the Budget and coordinated by the Innovation, Technology and Industry Bureau, delivered jointly by Cyberport, Hong Kong Science Park and the Hong Kong Productivity Council. The Policy Address of 16 September 2026 set a further target: more than 200 training courses and activities by the first quarter of 2028, plus matching subsidies for SMEs adopting AI through an enhanced Digital Transformation Support Pilot Programme (DTSPP) and the BUD Fund. As at this page's update date, the only scheme an SME can file immediately is the BUD Fund (including Easy BUD). The first DTSPP round has closed and the HK$300 million enhancement aimed at AI and cybersecurity solutions has not opened. The Technology Voucher Programme (TVP) stopped accepting applications after December 2024. The “AI for All” programme itself is training and awareness, not a cash grant — its value is that it builds capability first. So we would spend the next one to two quarters on two things: writing the process you want AI to fix into a deliverable specification, and checking eligibility against the BUD rules as they stand. When the enhanced DTSPP opens, you file a ready project instead of starting from scratch.

Activities of various formats have begun, offering diversified AI training for working people, students and the public; the target is more than 200 activities across 2026 and 2027, reaching around 50,000 participants. The Employees Retraining Board will also run AI courses with major technology firms, expected to launch to the territory's workforce in November. He also noted that the AI Efficiency Enhancement Task Group has delivered its first 30 projects across 13 departments.

Note that BUD exists to help firms develop markets outside Hong Kong, so a single-shop retailer serving only local customers is usually ineligible. AI-related measures such as AI chatbots now appear in the scheme's guidance notes.

Fees, quotas and enrolment for individual courses are published by each implementing body separately — there is no single enrolment portal.

原輪主要針對餐飲業、零售業、旅遊業、個人服務業及持牌小販，並要求企業為非上市公司、在香港有實質業務運作、全職員工人數少於 50 名，以 1:1 配對提供資助、上限 50,000 港元。優化版的適用範圍與條款須待官方公布，不應按舊條款作決定。原轮主要针对餐饮业、零售业、旅游业、个人服务业及持牌小贩，并要求企业为非上市公司、在香港有实质业务运作、全职员工人数少于 50 名，以 1:1 配对提供资助、上限 50,000 港元。优化版的适用范围与条款须待官方公布，不应按旧条款作决定。The original round targeted food and beverage, retail, tourism, personal services and licensed hawkers; required a non-listed company with substantive business in Hong Kong and fewer than 50 full-time staff; and provided a 1:1 match up to HK$50,000. The scope and terms of the enhanced version must await the official announcement — do not plan on the old rules.
