US and Japan Break Ground on Two New York Fabs, with Up to US$21 Billion of Japanese Funding
GlobalFoundries announced on 14 October that it has been selected as technology provider and operator for two new fabs at its Malta, New York site. Enabled by the US-Japan trade and investment agreement, Japan will provide up to US$21 billion, with the first fab expected to come online in 2029.
The same day, the US Commerce Department amended the company's CHIPS Act award, reallocating US$955 million to silicon photonics, silicon-germanium and advanced packaging, in exchange for roughly a four percent equity stake. AI demand has made memory and packaging the binding constraints, turning upstream capacity into a bargaining chip between states.
In our view, pricing power over this round of capacity expansion no longer rests with the companies. When equity, subsidies and diplomatic agreements are deployed at once, fab siting becomes a political question rather than a cost question, and the only variables left to management are process technology and yield.
Procurement and finance leads should review long-term chip and packaging contracts: once a supply location is embedded in a policy framework, price, lead time and export terms can all shift with the political cycle and can no longer be assumed stable over three years.
This week, ask supply chain colleagues to list the origin of critical components, flag which fall under subsidised or export-controlled jurisdictions, and record one alternative source for each.
